Your not going to get an unbiased answer to that question on this list d:

I aslo want to connect my tv tuner card to the linux pc so I can store all my files and the like on it and at the same time be able to stream live tv from that linux box unto my newer pc, and so far do not know if any such solutions exist on linux.

MythTV will allow you to do exactly what you want. We did a mythTV talk [1] at
lilug couple of months ago, check, it out.

As far as I know streaming live tv from one pc to another requires myth-frontend
(a special client), but I might be wrong.

Please note if you want more than watching live TV, IE if you want to record or
what ever else you need a listing service. Something that says when particular
shows are on and what they are about. This service used to be free but no longer
is -- nominal fee of $20 a year.

It depends on your hardware and how complicated you want you configuration to
be. There is a distro aimed specifically at making it easy to set up mythtv,
knoppmyth [2] I haven't used it myself but heard good things about it.
