[LUGSB] LUGSB constitution.

Maybe go super simple?
The primary purpose of LUGSB is to raise awareness of the Linux Operating
System and Free Software in the Stony Brook Community. We aim to introduce
and help give technical support to all who wish to learn about Free
Software.
I don't like how limited this reword is in scope, but I can't think of a
more understandable blurb.
