[LUGSB] A fast Ubuntu mirror

Any chance that we can run an Ubuntu mirror on campus?  If that's too much to 
ask, can we at least run apt-cacher, which in some ways is actually better?  
It's simple to setup, and I am happy to assist in any way I can.
